Warriors hold off Nuggets 106-105 in wild finish

OAKLAND, Calif. (AP) ? If there were ever a time to praise the benefits of replay, Warriors coach Mark Jackson found it.

Andre Iguodala's 3-pointer as the buzzer sounded was waived off, and Golden State held on for a wild 106-105 win over the Denver Nuggets on Thursday night after four replay reviews over the final 3.4 seconds.

Iguodala received a cross-court inbounds pass and connected from the left wing with a hand in his face, and Denver players celebrated by running off the court toward their locker room. But the Warriors stayed put and waited on yet another review by officials at the scorer's table ? then began their own cheers at raucous Oracle Arena when officials ruled the shot came just an instant after time expired.

"I was very confident that it didn't count," Jackson said. "That being said, I didn't know what the results were going to be, the same way with some of the other calls. Mistakes are going to be made ? by players, by coaches, by referees. At the end of the day I'm just thankful we're at a time where we review it. Great camera work. Shout out to the camera man."

Iguodala missed the last of three free throws that would have tied the game with 3.4 seconds to go, but Denver still had two more chances to win.

Officials first went to the replay table to review whether Jarrett Jack had fouled Iguodala in the act of shooting to give him three tries when trailing by three. After he clunked the third attempt off the back of the rim, Golden State's Draymond Green knocked the ball out of bounds to give the Nuggets another possession with 2.1 seconds left ? and that play also went to review.

Andre Miller's pass was deflected out of bounds, and officials went to the replay again before ruling the ball went off a Golden State player. Iguodala swished a 3 that would have won the game, but it came too late.

"If I put a stopwatch on ... it seems like the clock started early for me," Nuggets coach George Karl said. "There's nothing to argue about. The camera says it's in his hands."

Jack scored on a driving layup with 1:12 remaining, moments after a critical turnover that could have cost Golden State.

"We were pretty confident on a lot of the calls that didn't go our way throughout the course of the game, so we really weren't sure," Jack said. "Happy that one was able to go in our favor, but it shouldn't have come down to that. We had a couple mistakes, errors down the stretch that we'll definitely try to clean up in practice."

David Lee hit a layup with 2:12 left on the way to a season-high 31 points on 13-of-15 shooting for the Warriors, who earned a hard-fought first win of the season against the Nuggets in the third meeting between the teams in a 20-day span.

Klay Thompson scored 21 points and Stephen Curry had 20 points and a season-best 10 assists as Golden State (9-6) won for the fourth time in five games and moved three games above .500 for the first time since it was 7-4 early in the 2010-11 season. The Warriors also have nine wins in their first 16 games for the first time since 2006-07.

Iguodala finished with 22 points, Danilo Gallinari added 20 points and nine rebounds and Ty Lawson 17 points and nine assists for the Nuggets, who escaped with a double-overtime victory here Nov. 10 before beating Golden State at home last Friday.

The Nuggets used a 13-6 spurt early in the third quarter to build a 16-point lead, which looked an awful lot like the 15-0 run by Denver to start the second half of the last matchup. This time, Gallinari scored five of those points but the Warriors fought back.

"It seems as if we're developing a little bit of a rivalry with them ? two out of the three games have been dogfight games," Jack said. "It was almost like an old-school East Coast basketball game, punch after punch after punch. Luckily we got to have the last one tonight."

Iguodala was held to 8 for 17 from the floor after he went off for a season-best 29 points in the last meeting ? the most points by an opponent against Golden State this season.

This win came at a good time for Golden State following a dramatic two days in which the Warriors and Andrew Bogut acknowledged the center underwent a more extensive microfracture surgery in April. Both sides are still unclear when the 2005 No. 1 overall draft pick will be ready to return on his surgically repaired left ankle that has limited him to four games.

He said before the game he is done predicting when he might be back on the court, while general manager Bob Myers publicly apologized Thursday night to anyone who might have questioned how the situation was handled. He insisted the team didn't intend to mislead anyone by describing the procedure as only to clean out loose particles and bone spurs.

Golden State hit seven of its first nine shots to jump to a 17-5 lead 5 minutes into the game.

Jordan Hamilton hit a 25-footer with 4:21 left in the first half for Denver's first lead on the way to a 60-51 edge at the break after the Nuggets shot 15 for 23 in the period. The Warriors, meanwhile, went 10 of 21 from the floor in the second quarter.

Notes: A moment of silence was held before the national anthem for the daughter of Rockets coach Kevin McHale, who died Saturday at age 23. ... The Warriors are 5-2 at home. ... Travels in northeastern Brazil: Unfolding the reptile fauna of Len??is Maranhenses

ScienceDaily (Nov. 29, 2012) ? In order to be effective, a Conservation Unit must have available a list of the species that live within it. They also should have detailed information about the distribution of species among the available habitats. It would be difficult to correctly plan the conservation actions and/or monitoring programs without some minimal knowledge about the species (who are the object of those measures).

"This is why our study is so important to the park," said Dr. Miranda from Universidade Federal do Maranh?o (CCAA/UFMA), leading author of the article, published in the open access journal Zookeys.

In Len??is Maranhenses National Park 42 species of reptiles were found. Approximately 80% of them live only in restinga habitats, which comprise about 20% of the area currently protected by the park. Restingas have been strongly disturbed by the clandestine openings of paths created to transport tourists to the dunes in the park, using off-road vehicles. This problem is more severe during the rainy season when paths become muddy quickly, and new ones are continuously opening. This could be extremely harmful to those habitats because their poor soil might severely limit natural recomposition.

"We recorded endangered species in Len??is Maranhenses; particularly sea turtles located in the beach habitats. No one has any idea about the animal activity there! Are they spawning? It's very likely, but we don't have any data! It would be very important to study and monitor those species in the 70 km of beaches of the Len??is Maranhenses National Park" adds Dr. Miranda.

Another turtle species, which deserves attention in Len??is Maranhenses, is the Brazilian Slider Turtle, which has a limited geographic distribution in the coast of Maranh?o, northeastern Brazil. This turtle is used as a source of food by the extremely poor inhabitants of Len??is Maranhenses and surrounding areas.

"We believe that it would be helpful to promote awareness campaigns to help the conservation of that species, but it is equally important to provide alternatives to the people that live there. These inhabitants, for example, could be placed into the tourism business by providing training courses. They could work as tourist guides, waiters, or cooks. This would not only improve their economic capacity, but also free them of the need to use the Brazilian Slider Turtle as a food item. The efforts for conservation will only be successful with a joint effort of scientists, policymakers and society. We have to talk to one another and look for solutions together," concluded Dr. Miranda.

Affordable IPS (in-plane switching) monitors are popping up all over the place thanks to the advent of low-cost IPS panel technologies such as e-IPS and Viewsonic's Super Clear IPS. Whatever the naming convention, the latest batch of IPS panels are cheaper to manufacture than the pricy (and better performing) P-IPS panels used in high-end monitors such as the NEC MultiSync PA310W . With the Viewsonic VX2770Smh-LED you get a beautifully crafted 27-inch Super Clear IPS monitor offering rich colors, wide viewing angles, and good grayscale performance. It's not without flaws, however; the function buttons are hard to reach, motion handling is underwhelming, and you don't get much in the way of features.

Design and Features
The VX2770Smh's 1,920-by-1,080 panel is housed in what Viewsonic calls a frameless bezel chassis. The matte black cabinet has an extremely slender (0.7-inch) profile and a 1.3-inch glossy black bottom bezel. The top and sides of the panel are framed by 1/8th-inch glossy black plastic trim, making the 27-inch screen appear bigger than it actually is. A small colorful Viewsonic logo is etched into the center of the bottom bezel.

The cabinet is devoid of function buttons and I/O ports. Instead, there are five touch buttons tucked away beneath the cabinet on the face of the stand. Here you'll find the power switch, up and down menu arrows, and buttons for selecting choices and exiting menus. The placement of the buttons certainly helps maintain the monitor's streamlined look but they are not easy to reach, especially if you have large hands. Right below the buttons are two 1.5-watt speakers that are best used at a low volume as they lack mid-tone and bass response and sound way too trebly.

The wedge-shaped stand offers tilt adjustability, but that's all; you can't swivel the panel or adjust its height. At the back of the base are DVI, HDMI, and VGA video inputs and two audio jacks (audio-in and headphones). You don't get any USB ports on this model, nor is there a webcam or a card reader. With the ports built in to the stand you can't mount the panel on a wall, which explains the absence of VESA mounting holes.

Picture controls are very basic and include contrast, brightness, color temperature, and dynamic contrast ratio settings. If you're using an analog signal you can use the Auto Image Adjust option or manually tweak sharpness and fine tuning settings. There are also three ECO power saving settings (Standard, Optimize, Conserve) and an aspect ratio control.

Performance
The VX2770Smh has a non-reflective matte coating that keeps glare in check without diminishing brightness. Color quality is typical of an IPS panel; bold, well saturated colors popped from the screen while watching the blu-ray version of the BBC's Planet Earth, and swatches from the DisplayMate Color Scales test were uniform and bright. Skin tones appeared natural as well. Colors remained bright and true from any angle and the picture did not lose luminance no matter how far away I moved from dead center.

The panel performed admirably on the DisplayMate 64-Step Grayscale test but the darkest and lightest shades were not as crisp and well defined as what I saw with the NEC PA301W. There was no evidence of tinting in the grayscale, and small text was easy to read.

The VX2770Smh-LED has a 7-millisecond (gray-to-gray) pixel response, which proved adequate for most home entertainment (ie: video) tasks but produced a few motion artifacts during my gaming tests. I observed minor blurring while playing Burnout Paradise on the PS3 console, but it was sporadic and not detrimental to game play. If you're a hard core gamer who demands a speedy pixel response, the BenQ XL2420T is a better choice, but it uses a TN (twisted nematic) panel.

The VX2770Smh used 30-wats of power during testing, which is just a tad shy of the Dell UltraSharp U2713HM's 32 watts. Switching to the ECO Optimize mode brings that number down to 26-watts and the Conserve mode reduces it to uses 21-watts, but both modes are too dim to justify the slight cost savings.

With its slim profile and bezel-free design the Viewsonic VX2770smh-LED is sure to jazz up even the drabbest desktop environment, but there's more to this monitor than aesthetics. The 27-inch panel delivers solid color performance and offers the wide viewing angles that IPS technology is famous for. A few USB ports and a built-in webcam would be welcome additions, and better motion handling would help win over the gaming crowd, but its $434 price tag is quite reasonable for a big-screen IPS monitor. If you're looking for a 27-inch IPS monitor with a more robust feature set, including an ergonomic stand and a USB hub, the Dell UltraSharp U2713HM remains our Editors' Choice for big-screen monitors.

Autumn sets in rapidly on Saturn's giant moon

ScienceDaily (Nov. 28, 2012) ? As leaves fall and winter approaches in Earth's Northern Hemisphere, a change of seasons is also rapidly becoming noticeable in the southern hemisphere of Saturn's giant moon, Titan.

Thanks to NASA's Cassini spacecraft which has been orbiting Saturn since 2004, scientists have been able to observe for the first time ever the seasonal atmospheric circulation direction change on Titan -- an event which only happens once every 15 years and is never observable from Earth. Their findings are published today in Nature.

Titan, while technically only a moon, is bigger than the planet Mercury, and is often considered a planet in its own right. It is the only known moon to have a significant atmosphere and is one of only four terrestrial atmospheres in our Solar System (the other three being Earth, Venus, and Mars). As Titan's rotation axis is tilted by a similar amount to that of Earth, it experiences seasons in a similar way, but at a much more relaxed pace as Saturn takes 29.5 Earth years to orbit the Sun.

Dr Nick Teanby of the University of Bristol and colleagues used infrared spectra measured by Cassini's Composite InfraRed Spectrometer (CIRS) instrument to determine atmospheric temperature and global distributions of chemical tracers. This allowed them to map out the seasonal changes in great detail.

The team observed an enormous increase in Titan's exotic trace gases over the south pole within a relatively short time. These trace gases are produced high in Titan's atmosphere, where sunlight and highly energetic particles break down nitrogen and methane and recombine to form a vast array of more complex molecules like benzene and hydrogen cyanide.

Co-author, Dr Remco de Kok of SRON Netherlands Institute for Space Research said: "We were waiting for signs that the trace gas abundances would change together with the new season, but we did not expect such a large and rapid change: some gas concentrations increased more than a thousand times within only a few months. Also surprising was that this was happening at altitudes above 450 km, much higher than initially anticipated."

At these high altitudes the atmosphere goes around the planet much faster than the rotation of Titan's solid surface and can have horizontal wind speeds around the planet of up to 200m/s (450mph). Vertical winds caused by the seasonally varying hemisphere to hemisphere atmospheric circulation are much slower at a rather sluggish few millimetres per second and are hard to measure using conventional means.

Lead author, Dr Nick Teanby of Bristol's School of Earth Sciences said: "Using measurements of temperature and chemical tracers by Cassini, we were able to observe changes in the subtle vertical winds and reveal the pole-to-pole circulation cell. For the first time ever, we observed the circulation cell direction reverse over the south pole around the time of the 2009 southern autumnal equinox. The resulting distribution of gases shows that the circulation must extend much further than previously thought to 600 km or even higher. This calls into question our current understanding of how Titan's atmosphere works and suggests new avenues to explore."

"Our results provide a powerful new constraint for atmospheric models of Titan. Titan provides a natural laboratory for an Earth-like atmosphere in the cold outer solar system. So, these results could eventually lead to a more complete understanding of atmospheric processes on Earth, other Solar System planets, and the many exoplanetary systems now being discovered."

In the coming years Cassini will continue to observe how the seasons develop. Dr Conor Nixon at NASA Goddard Space Flight Centre said: "These results are giving us the first detailed look at changes occurring in Titan's atmosphere around the time of equinox, a season which has not been viewed up close by a spacecraft previously. This shows the really great science that is coming out of the Cassini extended mission phases since 2008, and we look forward to seeing the further changes that will occur over the next five years until the end of mission in 2017."

On the same day that former Saints assistant Mike Cerullo testified in the bounty appeal hearing convened by former Commissioner Paul Tagliabue, Judge Helen Berrigan issued a reminder that she has ultimate jurisdiction over the process.

And she hinted that she?s leaning against the league?s position.

Larry Holder of the New Orleans Times-Picayune has obtained an order entered by Judge Berrigan on Thursday.? Here?s the full text of it:? ?In light of the CBA Appeal Panel?s Decision of September 7, 2012, that ?pay for performance? discipline was within the exclusive jurisdiction of the Systems Arbitrator, anticipating that the forthcoming decision by Mr. Tagliabue may be subject to an expedited review as to its fundamental fairness, and assuming as undisputed the testimony by the New Orleans Saints players and coaches that only ?legal hits? were used to intimidate and/or injure opposing players, the parties shall brief the following: 1. Does Articles 43 and 46 of the CBA exclude discipline by the Commissioner for ?legal? contact? 2. Does the CBA give the players and coaches adequate notice as to what conduct could be sanctioned as ?conduct detrimental?? In other words, is that portion of the CBA ambiguous, hence unenforceable? Counsel should discuss the significance, if any, of the separate provision for sanctions upon players for ?unnecessary roughness or unsportsmanlike conduct on the playing field with respect to an opposing player? in Article 46, Section 1(b) from ?[a]ll disputes involving a fine or suspension imposed upon a player for conduct on the playing field? and ?conduct detrimental? in Section 1(a). Reference to relevant NFL rules defining ?legal? and ?illegal? contact is welcomed, as well as a discussion of examples of ?conduct detrimental? provided in the CBA and related documents.?

In English, Judge Berrigan wants the parties to submit written documents that address specific angles and issues that may be relevant to her decision about the imposition of punishment on players for a pay-for-performance system based on clean, legal hits that kept opponents from continuing in a given game.? The way the questions are written suggests that she has identified specific problems that the NFL may have under the Collective Bargaining Agreement.

For example, Judge Berrigan wants the parties to address whether discipline for ?legal? on-field contact is prevented because she apparently thinks it may be.? Likewise, she wants to know whether the CBA gives players and coaches ?adequate notice? regarding the conduct that could be regarded as ?conduct detrimental? because she thinks it may not.

Judge Berrigan also seems to think that the punishment for clean, legal hits falls under the portion of the CBA that gives Ted Cottrell or Art Shell exclusive jurisdiction over the disciplinary process ? an argument that the NFL surely will argue the players have waived by not raising it under the CBA.

Regardless of the arguments raised by the parties, the order seems to be good news for the players, and bad news for the NFL.? The fact that it was issued at a time when key witnesses in the case against the players are testifying could rattle the league?s lawyers and create a sense that, no matter what happens before Tagliabue, the suspensions will ultimately be thrown out.

Imperial Oil to pay C$1.55 billion for half of Celtic

CALGARY, Alberta (Reuters) - Imperial Oil Ltd , Canada's second-largest integrated oil company, said on Wednesday it will pay C$1.55 billion ($1.56 billion) for a 50 percent stake in Celtic Exploration Ltd after the unconventional oil and gas producer is taken over by Exxon Mobil Corp .

Exxon Mobil, which owns 69.6 percent of Imperial, said in October that it would buy Celtic for C$2.6 billion to gain its promising shale oil and gas properties in British Columbia and Alberta. Imperial has the right to acquire 50 percent of any new Canadian business launched by its majority owner.

"This acquisition will allow Imperial to diversify its strong resource base in Canada with an attractive liquids-rich natural gas play," Chief Executive Bruce March said in a statement.

Analysts said the deal may help speed Canadian approvals for Exxon's acquisition, though approval may still be delayed while the government decides whether to allow two larger mergers; the $15.1 billion acquisition of Nexen Inc by China's CNOOC Ltd and the C$5.2 billion bid for Progress Energy Resources Corp by Petronas , Malaysia's state oil company.

"We believe this provides additional confidence that the deal will receive Investment Canada approval as (Imperial) has operated in Canada since 1899," Andrew Potter, an analyst at CIBC World Markets, said in a research note.

"Investment Canada approval will likely extend beyond the initial 45-day review period (expiring on December 31). We expect a 30-day extension, with Investment Canada approval coming some time in mid to late January"

Imperial, known for its dominant position in the Alberta oil sands, said the deal includes acquisition of 649,000 net acres in the liquids-rich Montney and Duvernay shales in Alberta.

A recent study said the province's shale formations, including Duvernay, Montney and Muskwa, could ultimately contain 3,324 trillion cubic feet of natural gas, 58.6 billion barrels of gas liquids and 423.6 billion barrels of oil.

Imperial said on Wednesday current production in the acreage being acquired is 72 million cubic feet per day of natural gas and 4,000 barrels per day of condensate and natural gas liquids.

Imperial's buy-in will occur immediately after Exxon's acquisition closes.

Shares of Imperial Oil were up 14 Canadian cents at C$42.65 late on Wednesday morning on the Toronto Stock Exchange.

Dropcam has recently launched a new iPad app that allows users to watch multiple streams on an Apple tablet. The app is designed to allow you to take a peek at what's going on in front of your Dropcam camera at anytime, from anywhere.

With both your Dropcam installed at home and the app, you can watch up to four simultaneous streams -- both from your own cameras or from a shared or public stream. You can also set up the app to receive push notifications on your tablet or phone as well as emails anytime something happens (for example, if somebody unplugs it or if there's noise in the house). Unfortunately, the notifications can't currently be customized, so you can't set the app to notify you only while you're at work during a certain time of the day.

This new app is supposed to complement Dropcam HD, the company's camera released earlier this year. Dropcam built the hardware itself, without relying on off-the-shelf components, like in its previous model. Producing the camera in-house dropped the price from $249 to $149, explains CEO and co-founder Greg Duffy.

The camera can stream in 720p and doesn't have an Ethernet port -- it only works on Wi-Fi. Duffy explained to Mashable that only about 3% of their users connected their cameras to their router, so it was an easy decision to drop the wired connection compatibility. With a viewing angle of 80 degrees, the camera should be able to capture almost all that happens in a room if you place it in a corner. It also has night-vision and can transmit sound in both directions. "Dogs love that," says Duffy.

The new camera is also designed to be as easy to use as possible, almost plug-and-play. In fact, the instructions claim that you just need to connect your Dropcam to your computer once. That's when you set up its Wi-Fi connection. After that, according to the company, you can unplug it from your computer it and place it anywhere you want to begin streaming video.

The recording is available in the cloud for 7 or 30 days, depending on the plan you choose, and the prices vary from $9.99 to $29.95 a month. Without a plan, you're still able to watch live video anywhere, but you won't have DVR capabilities. You can also share your favorite clips on social media or store them in the cloud. If you add a plan to the price of the camera, that makes it a pricey product, but Duffy suggests it costs less than storing everything on a computer that you keep powered on 24/7.

The company seems to have taken security into account as well, encrypting your data and setting your stream as private by default, although you can share your camera view with anybody you choose or even open it up to the public. Several Dropcam users have done that, Duffy told Mashable, in fact, there's even a dog shelter that allowed people to choose their dog after seeing it on the video stream.

Dropcam's downsides are that it's not usable outside -- it's not water resistant and it obviously needs to be plugged in at all times. Also, as noted, at the moment there is no way for users to customize the notifications, although that's a feature Duffy says they are working on and will be available in the future. Not having the possibility to connect it directly to your router might give issues to people who don't have a strong Wi-Fi connection, and if you want to install more than one Dropcam in your home, you better have a fast connection or that won't be possible.

DHAKA, Bangladesh (AP) ? Amid the ash, broken glass and melted sewing machines at what is left of the Tazreen Fashions Ltd. factory, there are piles of blue, red and off-white children's shorts bearing Wal-Mart's Faded Glory brand. Shorts from hip-hop star Sean Combs' ENYCE label lay on the floor and are stacked in cartons.

An Associated Press reporter searching the factory Wednesday found these and other clothes, including sweaters from the French company Teddy Smith, among the equipment charred in the fire that killed 112 workers Saturday. He also found entries in account books indicating that the factory took orders to produce clothes for Disney, Sears and other Western brands.

Garments and documents left behind in the factory show it was used by a host of major American and European retailers, though at least one of them ? Wal-Mart ? had been aware of safety problems. Wal-Mart blames a supplier for using Tazreen Fashions without its knowledge.

The fire has elevated awareness of something labor groups, retailers and governments have known for years: Bangladesh's fast-growing garment industry ? second only to China's in exports ? is rife with dangerous workplaces. More than 300 workers there have died in fires since 2006.

Police on Wednesday arrested three factory officials suspected of locking in the workers who died in Saturday's fire, the deadliest in the South Asian country's less than 35-year history of exporting clothing.

Local police chief Habibur Rahman said the three will be questioned amid reports that many workers trying to escape the blaze had been locked inside. He said the owner of the factory was not among those arrested.

The three officials were arrested Wednesday at their homes in Savar, the Dhaka suburb where the factory is also located. Rahman did not identify the officials or give their job status.

About 1,400 workers worked at the plant, some 70 percent of them women. Most are from the north, the poorest region of Bangladesh.

Workers who survived the fire say exit doors were locked, and a fire official has said that far fewer people would have died if there had been even one emergency exit. Of the dead, 53 bodies were burned so badly they could not be identified; they were buried anonymously.

The fire started on the ground floor, where a factory worker named Nasima said stacks of yarn and clothes blocked part of the stairway.

Nasima, who uses only one name, and other workers said that when they tried to flee, managers told them to go back to their work stations, but they were ignored.

Dense smoke filled the stairway, making it hard to see, and when the lights went out the workers were left in total darkness. Another worker, Mohammad Rajib, said some people used their cellphones to light their way.

"Everyone was screaming for help," Nasima said. "Total chaos, panic and screaming. Everyone was trying to escape and come out. I was pulling the shirt of a man. I fainted and when I woke up I found myself lying on the road outside the factory.

"I don't know how I survived."

Rajib said the factory conducted a fire drill just three days before the fire broke out, but no one used the fire extinguishers. "Only a selected group of workers are trained to use the extinguishers. Others have no idea how to use them," he said.

The AP reporter who examined the factory Wednesday saw dozens of fire extinguishers with tags indicating they were inspected early this month. Many appeared unused.

Workers expressed support for the factory owner, Delwar Hossain. Rajib said he is "a gentle man" who heeded workers when they protested for more pay and against rough behavior by some managers.

"He took action and fired some of them," he said. "He did not sack any worker. He told us: 'You are my people. If you survive, I will survive.'"

Most the fire's devastation took place on the second and third floors. Sewing and embroidery machines and tables burned to ashes, ceiling fans melted and floor and wall tiles were broken, apparently because of excessive heat. Thick black ash covers everything in the upper floors of the eight-story building.

Much of the clothing on the lower floors was incinerated. Nightgowns, children's shorts, pants, jackets and sweat shirts were strewn about, piled up in some places, boxed in others. Cartons of kids' hooded sweaters, off-white with red and black print, were marked "Disney Pixar."

There were also at least four register books listing buyers including Wal-Mart, Disney, Sears and other companies. Also listed was Li & Fung, a Hong Kong-based buying house that is among the biggest suppliers of garment products from Bangladesh. Li & Fung issued a statement Monday saying it placed orders at the factory for just one company, Kids Headquarters, and that the value of those orders totaled just $111,000.

Prime Minister Sheikh Hasina and Interior Minister Muhiuddin Khan Alamgir have said arson is suspected. Police say they have not ruled out sabotage.

Wal-Mart had received an audit deeming the factory "high risk" last year, said it had decided to stop doing business with Tazreen, but that a supplier subcontracted work to the factory anyway. Wal-Mart said it stopped working with that supplier on Monday.

Calls made to The Walt Disney Company and to Sears Holdings were not immediately returned.

Local TV reports said about 3,000 garment workers held protests over the fire Wednesday, blocking roads and throwing stones at some factories and vehicles. It was the third straight day of demonstrations, and as they did previously, factories in the area closed to avoid violence.

Police used batons to disperse the protesters, but no injuries were immediately reported.

According to local television, most factories in the area closed after opening briefly because of the protests ? a common tactic to avoid violence.

GM's Chinese Joint Venture to Build $1 Billion Plant in Chongqing

General Motors Co. and its Chinese joint-venture partners said they plan to build a $1 billion auto assembly plant in the city of Chongqing in a bid to remain the leader in the world's largest auto market.

GM, SAIC Motor Corp. and Wuling Motors Holdings Ltd. said on Wednesday they will begin construction of the plant early next year, pending government approvals. The 6.6 billion Chinese yuan ($1.06 billion) first phase is scheduled to start in 2015.

The plant in southwestern China will have annual production capacity of 400,000 vehicles, but the partners did not disclose what vehicles will be built there. It also will have the capacity to build 400,000 engines annually, a GM spokesman said.

The new plant is part of SAIC-GM-Wuling's push to reach a production target of 2 million vehicles per year by the end of 2015. GM invests $1 billion annually in China.

Chongqing, one of China's largest cities, is home to Ford Motor Co. and its Chinese partner Changan Automobile Co.

GM, whose Chinese joint venture began building vehicles in 1999, had a leading 14 percent of China's market of 18.5 million vehicles last year ? just ahead of Volkswagen AG, which also counts SAIC as a partner.

Earlier this month, GM and its Chinese partners opened a plant in the southern city of Liuzhou for its low-cost Baojun brand. That plant will also eventually have an annual production capacity of 400,000 vehicles.

GM has said it expects sales in China to hit as many as 20 million this year, and Chief Executive Dan Akerson previously predicted annual industry sales in China will hit 30 million vehicles by the end of the decade.

In addition to the Baojun brand, GM's portfolio in China includes Buick, Chevrolet, Cadillac, Opel, Wuling and Jiefang.

In September, GM opened a large vehicle test track west of Shanghai. GM and its partners invested $252 million to build what officials called the country's largest proving ground.

In addition to Liuzhou, the joint venture currently operates a plant in Qingdao. GM and SAIC, through a different joint venture, also have a plant in Shanghai, and several more in northeast China.

(AP) ? Though it's tricky to link a single weather event to climate change, Hurricane Sandy was "probably not a coincidence" but an example of the extreme weather events that are likely to strike the U.S. more often as the world gets warmer, the U.N. climate panel's No. 2 scientist said Tuesday.

Jean-Pascal van Ypersele, the vice chairman of the Intergovernmental Panel on Climate Change, predicted that as stronger and more frequent heat waves and storms become part of life, people will stop asking whether global warming played a role.

"The new question should probably progressively become: Is it possible that climate warming has not influenced this particular event?" he told The Associated Press in an interview on the sidelines of U.N. climate negotiations in Qatar.

Ypersele's remarks come as global warming has re-emerged as an issue in Washington following the devastating superstorm ? a rarity for the U.S. Northeast ? and an election that led to Democratic gains.

After years of disagreement, climate scientists and hurricane experts have concluded that as the climate warms, there will be fewer total hurricanes. But those storms that do develop will be stronger and wetter.

It is not correct to say Sandy was caused by global warming, but "the damage caused by Sandy was worse because of sea level rise," said Princeton University climate scientist Michael Oppenheimer. He said the sea level in New York City is a foot higher than a century ago because of man-made climate change.

On the second day of a two-week conference in the Qatari capital of Doha, the talks fell back to the bickering between rich and poor countries that has marked the negotiations since they started two decades ago. At the heart of the discord is how to divide the burden of cutting emissions of heat-trapping gases, including carbon dioxide.

Such emissions, primarily from the burning of fossil fuels such as coal and oil, have increased by 20 percent since 2000, according to a U.N. report released last week.

Van Ypersele (vahn EE-purr-say-luh) said the slow pace of the talks was "frustrating" and that negotiators seem more concerned with protecting national interests than studying the science that prompted the negotiations.

"I would say please read our reports a little more. And maybe that would help to give a sense of urgency that is lacking," he said.

Marlene Moses, the head of a coalition of island nations that view the rising sea levels as an existential threat, said that was good advice.

"These are the kind of people that it is probably a good idea to listen to," she said. "It is very much in the interest of small islands to focus on the science, which is why we have always based our positions on the latest research and why here we are calling for dramatically higher ambition."

Since 1990, the Intergovernmental Panel on Climate Change, or IPCC, has released four reports with projections on how global warming will melt glaciers and ice caps, raise sea levels and shift rainfall patterns with impacts on floods and droughts. The panel shared the 2007 Nobel Peace Prize with climate campaigner Al Gore, the former U.S. vice president.

The IPCC is set to start releasing portions of its fifth report next year. Van Ypersele would not discuss the contents except to say the report will include new research on the melting of ice sheets in Greenland and Antarctica, boosting previous estimates on sea level rise.

He said the scientific backing for man-made climate change is now so strong that it can be compared to the consensus behind the principles of gravity.

"It's a very, very broad consensus. There are a few individuals who don't believe it, but we are talking about science and not beliefs," Van Ypersele told AP.

Climate change skeptics say IPCC scientists have in the past overestimated the effect of the accumulation of CO2 in the atmosphere and underplayed natural cycles of warming and cooling. Others have claimed the authors, who aren't paid for their work, exaggerated the effects that climate change will have on the environment and on human life.

Negotiators in Doha are supposed to start talks on an elusive global treaty to rein in emissions. They have set a deadline of 2015 to adopt that pact, which would take effect in 2020.

Among other topics, they are discussing how to help poor countries convert to cleaner energy sources and adapt to a shifting climate, as well as extending the expiring Kyoto Protocol, an agreement that limits the greenhouse emissions of industrialized countries.

The U.S. rejected the Kyoto deal because it didn't cover world-leading carbon polluter China and other fast-growing developing countries. Other rich countries including Canada and Japan don't want to be part of the extension, which means it will cover less than 15 percent of global emissions.

"Japan will not be participating in a second commitment period, because what is important is for the world is to formulate a new framework which is fair and effective and which all parties will join," Japanese delegate Masahiko Horie said.

Meanwhile, a series of recent climate reports have underscored the depth of the challenge before the U.N. climate negotiators. A report released Tuesday by the U.N. Environment Program warned current climate projections are likely too conservative because they don't factor in the thawing of permafrost ? a layer of soil that stays frozen year-round in cold climates.

Lead author Kevin Schaefer, of the National Snow and Ice Data Center in Colorado, said 1,700 gigatons of carbon are locked up in permafrost primarily in the U.S., China, Russia and Canada. He called for further studies on the potential climate impact if it's released, saying up to 39 percent of total emissions could come from permafrost by 2100.

Skills crisis: Government tells students to target skill shortages | Y ...

High percentages of students in their final year of study are planning to seek employment in industries where there are already too many workers and not enough jobs.

The Government says their expectations need to be adjusted if we want to avoid growing the demand for skilled workers in areas such as engineering and IT.

Direction shouldn?t be left up to the ?all-knowing career advisers? to influence students and their families, according to the Minister for Tertiary Education, skills and employment, Steven Joyce.

The Graduate Longitudinal Study asked students from New Zealand?s eight universities what areas they would seek employment in if doing so within the next two years.

The top two industries were education and training, 21.9 per cent, and health care and medical, 16 per cent ? areas where there is a strong demand for skilled workers, according to Immigration New Zealand?s Long Term Skill Shortage List.

But also in the top 10 were marketing and communications, 8.8 per cent, environment and conservation, 7.5 per cent, community services and development, 7.4 per cent, and the arts, 6.8 per cent ? fields where there is an abundance of talent but not enough jobs. ?We have to adjust some of those expectations and aspirations,? Mr Joyce said.

?Frankly, that?s not just a Government thing, that?s a societal thing.?

Engineering, an area crying out for more workers as Christchurch undergoes a city rebuild and other regions undergo major projects, only had 4.4 per cent interest.

IT, hospitality, farming and transport also sparked lesser interest but were industries featured on the Government skills shortage list.

Professor Richie Poulton, lead researcher on the study, said the same students would be surveyed next year ? two years after graduation ? to see whether they were employed in their field of study. They would be followed up in five and 10 years? time.

The study replaced data collected by Universities New Zealand ? Te Pokai Tara ? which is responsible for university programmes ? after it stopped collecting employment outcomes for recent graduates in 2008 because of low response rates.

It is carried out by the National Centre for Lifecourse Research, a multi-university group headquartered at the University of Otago, and commissioned by Universities NZ with funding from the Government?s Tertiary Education Commission.

Most universities spoken to by the?Herald said they did not hold data on student employment outcomes after graduation.

A generation ago, when the Electronic Privacy Communication Act was passed,?"the cloud," a term for massive?server?storage of private?emails, documents and photos, didn't exist. Now some?lawmakers are looking to amend the 1986?law so that information stored in the cloud would require a warrant by the police who want that information from either the cloud?storage provider or the individual.

That amendment to the?Electronic Communications Privacy Act of 2012, the first major changes to 26-year-old law, is expected to be considered by the Senate Judiciary Committee on Thursday.

Right now, law enforcement needs only a subpoena, issued by a prosecutor, to search cloud-based storage, whether it's for emails or documents that are shared for collaboration?on sites like Google. A bill by Sen. Patrick Leahy, D-Vermont, would instead require law enforcement to obtain a search warrant issued by a judge.

"The bill pending at the Senate Judiciary Committee to update the Electronic Communications Privacy Act is long overdue," said Greg?Nojeim, senior counsel and director of the Center for Democracy & Technology's?Project on Freedom, Security & Technology, told NBC News.

"Requiring a warrant for email and other information stored in the cloud would provide privacy to consumers, certainty to law enforcement, and clarity to the companies that receive law enforcement demands."

The ACLU, too, is backing the change. "We believe the statute is very out of date," Christopher Calabrese, ACLU legislative counsel, told NBC News. "All email and all private communications should be covered by a warrant," and not just a subpoena.

Law enforcement groups are opposing the cloud-based?warrant requirement.?The battle comes as courts continue to?wrangle?over whether law enforcement should be allowed to track an?individuals'?cellphone information?without a warrant.?

"The crime scene of the 21st century is filled with electronic records and other digital evidence," wrote?representatives of various investigative, legal and police agencies via the National Sheriffs' Association?in a?letter to the Senate Judiciary Committee.

If anything, the agency representatives said in the letter, "laws, policies, protocols, and practices related to the process of law enforcement evidence retrieval from communications service?providers are out-of-date and increasingly insufficient moving forward."
